Canals, wetlands, floating workshops and elevated streets. A city that did not leave the water behind—and cannot survive by cutting itself apart.

Original record and sources
An adapted city with more than one account of itself.
The canals connect old city fabric to working quays, markets, repair spaces and a command room high above the water. These are places people maintain while the official systems try to describe them.
Harbor Zero is the entrance to this world. In the production bible, Harbor Zero also names a specific civic intelligence system; the place and the system retain separate records.
